American land-grant railroads in the late 19th century?

a. seldom took advantage of their land rights. b. found frontier settlement too sparse to justify railroad construction. c. were often forced to return the land-grants to state and federal governments. d. sent agents overseas to recruit likely settlers and purchasers of railroad land. e. refused to standardize track gauge and car couplings even though that would have been profitable.

In remodeling an old farm house in Northern Minnesota we found newspapers dating to 1899 asking people to come to the North and get land for 10 cents a acre, up to forty acres from the railroad spur to settle for farming and foresting.
I also knew a very old man that helped build many of the old wooden bridges that came from no where and went to no were but, were on a line that was “to be” in the future to keep their land grants. These were from Minneapolis to Duluth Minnesota and the Range counties.
