How do I make Walther’s rotary dumper (http://www.walthers.com/exec/productinfo/933-3145) Actually operate?

Hi, I recently got into ho scale model trains and was wondering if anyone knew how to make Walther’s rotary dumper (http://www.walthers.com/exec/productinfo/933-3145) actually operate. I’ve seen a model of one that really worked, but I never got a chance to ask the person who made it how they did it. Any help at all would be great! Thanks!
